Job Duties: The State of Wisconsin?s approach to paying for nursing home services has a big impact on the frail elder population and others who need skilled long term care. This program has a total annual program budget of over $930 million and these funds pay for more than 15,000 of Wisconsin?s most vulnerable people to receive skilled care in 390 nursing facilities statewide. The approach that this program uses to pay for nursing home services has a major impact and the policy decisions being made are felt statewide. Wisconsin?s methodology for institutional auditing and rate setting is unique, and on-the-job training will be provided to the successful candidate. Under direction of the Section Chief in the BLTCF Nursing Home Policy & Rate Setting (NHPR) Section, the Nursing Home Regional Auditor performs highly complex auditing and rate setting for institutional MA providers. The Regional Auditor applies knowledge of Medicaid principles of reimbursement to audit annual cost reports and to set Medicaid rates for skilled nursing facilities (SNF) and intermediate care facilities for individuals with intellectual disabilities (ICFs-IID). The Regional Auditors are required to travel to conduct on-site audits, and the position includes a significant level of interactions with external stakeholders. He or she is expected to make contributions to the policy work carried out by the NHPR section, and to support efforts to maintain consistency and accuracy in auditing and rate setting for all institutional providers. Special Notes: Due to the nature of this position, all applicants who may be appointed may be required to allow the Department of Health Services to conduct a background check to determine whether circumstances of any conviction may be related to the job being filled. Job Knowledge, Skills and Abilities: Well qualified applicants will possess the following: * Extensive knowledge of generally accepted accounting principles, financial analysis techniques and auditing principles, particularly as they relate to cost containment and financial feasibility analysis of health care institutions. * Working knowledge of mathematics and statistical techniques. * Strong verbal and written communication skills. * Skill in establishing and in maintaining effective contact and communication with groups of varying interests, including advocacy groups, federal agencies, provider organizations and others. * Working knowledge of spreadsheets and database software such as Microsoft Access. * While not required, exceptionally well-qualified applicants will also have licensure as a Certified Public Accountant.
